Medical Activity Manager  for “Emergency Project”

Position status: Full-time
Location: Sana’a, approx. 80% of time deployed in different governorates
Contract duration: up to 31.12.2025 with possibility of renewal.

Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

Project Summary 

Emergency response constitutes one of the core activities of Doctors without Borders. MSF Switzerland is recruiting new staff for a project that intervenes and provides activities in case of emergencies such as COVID-19 or other epidemics as well as trainings based on the intervention needs according to pre-defined intervention criteria. This team is based in Sana’a, but all team members are expected to work in interventions in different governorates and locations for about 80 % of the time. Flexibility and adaptability to respond to the operational needs as well as to adapt to working and living conditions in the field are core criteria for any new staff member. Given the diverse areas of intervention compliance and acceptance of security restrictions are essential. Furthermore, solution-orientation, as well as very good communication skills and hands-on mentality are expected. Main Purpose of the position

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population. The scope of the Mobile emergency team (MET) project focuses on responding to emergencies (war wounded/IDP influx as well as malnutrition crisis and finally disease outbreaks such as measles, diphtheria and cholera) in addition to supporting other regular projects as and when support is needed. MET interventions are 100% done in collaboration with the Ministry of Health, so capacity building of the staff we work with is expected. The MET project monitors 6 governorates (AL Dalea,Dhamar,AL Bayda, Raymah, AL Mahwit and AL Jawf) in identifying epidemiological alerts and conducting initial assessments.. 

Accountabilities

  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service 
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures. 
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

MSF Section/Context Specific Accountabilities

  • Planning, organizing and coordinating medical activities (case management, referral, investigations, Community engagment and health promotion, reporting, etc.) of MSF/MoH staff to respond to medical emergencies (measles, diphtheria, cholera, malnutrition), in collaboration with the MoH focal point.
  • With the support of the Nursing Team Manager, ensuring the implementation of basic hygiene and infection prevention and control standards in the functioning health facilities.
  • With the support of the Nursing Activities Manager and the Pharmacy Storekeeper, ensuring that pharmacy activities are in place and that the logic behind prescribing medications is well understood and applied. 
  • With the support of the Data Operator, responsible for the data reported from the supported facility by ensuring the accuracy of the collected data as well as ensuring that all the necessary tools for data collection are in place.
  • Ensuring that the medical staff (MSF/MoH) adhere to MSF protocols to ensure quality of care.
  • Building the capacity of MoH staff by conducting learning needs assessments and providing the necessary technical trainings regarding case management and technical procedures.
  • Support paramedical activities during interventions (isolation center) in collaboration with the Nursing Activity Manager.
  • Support the Project Medical Reference during rapid assessments of health facilities in terms of collecting, analyzing and interpreting data from facility records as well as assessing the functionality of the the evaluted facility.
  • Build good networks with the MoH Medical Director/Officers or Department Managers and maintain a good relationship with the MoH staff we work with in order to maintain our continuous monitoring system at the field level.
  • Depending on operational needs, may be responsible for different facilities in different locations with the support of the Nursing Activity Manager.
  • With the support of the Project Medical Reference, will be responsible for the staff health in the field.
  • The focal point of the telemedicine platform for submitting of difficult, complex and interesting medical cases.
  • Responsible for compiling the medical report at field on a regular basis eather weekly or monthly basis.
  • Cover the gap of the Project Medical Reference with the support of the Medical Coordination Team

Requirements

Education    

  • Medical doctor degree (bachelor)
  • Valid Medical License from the medical council is mandatory

Experience    

  • Minimum 2 years of work experience as Medical Doctor after diploma, preferably 6 months of clinical experience within the last 2 years.
  • Experience in managerial or supervisor position desirable.
  • Essential 2-3 years of work experience in iNGO, preferably with MSF
  • Experience in emergency response (e.g. epidemics) is an advantage

Knowledge    

  • Essential computer literacy (word, excel and outlook)
  • Capacity to perform clinical work, as well as to instruct/mentor staff under his/her responsibility.
