ORGANIZATIONAL OVERVIEW
FHI 360 has been responding to the humanitarian crisis along the Western Coast of Yemen since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 has to date supported six static health facilities, including rehabilitation of two that were non-functional since the conflict broke out, and one mobile health team. Under the IHAY program, these facilities have provided more than 90,000 health consultations to beneficiaries. In 2020, FHI 360 trained a cadre of Community Health Volunteers to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 30 expatriate and national staff. FHI 360 renewed its Prime Agreement with MoPIC in March 2020, valid for another two years, and operates programming with a valid signed sub-agreement and MOUs in compliance with the Government of Yemen.
POSITION OVERVIEW
Opportunity to be a part of a dynamic team. Will help strengthen the new Human Resources department for FHI 360 in Yemen. This will entail obtaining approval from the proper ministries for service and employment agreements, ensuring hiring and employment practices are in line with local labor laws and FHI 360 policy, as well as providing employee and Human Resources staff support in several functional areas including recruitment, employee relations, benefits administration, compensation, payroll, HRIS and training & development. Inputs employee personal data into human resources information system (HRIS) database and generates reports as needed for HR staff. Serves as initial point of contact for employees with questions related to their personal employee information. Processes various forms related to documenting human resources activities such as new employees, change-of-status, performance evaluations, benefits, terminations, etc. Conducts new employee orientations and may handle or facilitate employee exit interviews. Prepares special reports using HRIS data that may include COBRA, OSHA, EEO and headcount. Coordinates interviews and maintains visa processing.
KEY RESPONSIBILITIES AND DELIVERABLES
- Helps establish a Human Resources platform for FHI 360 in Aden, Yemen.
- Serves as an experienced manager to the HR team and employees in multiple areas to include: HRIS, compensation, benefits, recruiting, payroll, and training & development.
- Functions as initial point of contact for employees with HR-related questions.
- Independently and accurately responds to Employee Service Center (ESC) requests.
- Processes forms and system updates related to new employees, change-of- status, performance evaluations, benefits changes, separations etc.
- Ensures employee data in HRIS is accurate.
- Serves as a back-up to corporate payroll.
- Is able to complete full pay cycle processing, if needed.
- Prepares required reports for benefits, COBRA, OSHA, EEO, AA, and headcount reports.
- Able to run standard reports and create ad-hoc reports for special projects.
- Conducts new employee orientation and may assist with separation process.
- Assists with training and development programs as needed.
- May independently create materials for routine training classes.
- Recommends improvement or changes in systems, processes or procedures to management.
- Partners with the Finance Unit to ensure HR related procedures and processes are handled and resolved in a timely manner.
- Performs analysis on assimilation/turnover data; analyses and evaluates data.
- Ensures FHI 360 labor practices are in line with FHI 360 global HR procedures and Yemeni labor law
- Maintains and manages employee timesheets, including supervision of annual leave and sick leave.
- Oversees employee performance plans and improvement issues, as defined by employee supervisors.
- Collaborates with senior management to provide staff with career development, training and self care support.
- Other duties s assigned.
DESIRED QUALIFICATIONS
- 3-5 years of experience providing HR in an office setting.
- Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access) and HRIS /Payroll systems.
- Vocational or specialized training desired
- Must be able to read, write and speak fluent English
- Prior work experience in a non-governmental organization (NGO) desirable but not required.
- Clear understanding of the Yemeni labor law.
