PROGRAM SUMMARY
Yemen Communities Stronger Together (YCST) is a three-year, multi-million US Dollar, a community-led program funded by USAID and implemented by Global Communities (GC) in seven governorates in Yemen (tentatively in Aden, Lahj, Abyan, Taiz, Sana’a, Ibb, and Dhamar). The purpose of YCST is to support local-level initiatives that mitigate conflict, strengthen social cohesion and promote the peaceful resolution of differences. To reach its goal, YCST will engage communities in an inclusive approach through Participatory Action for Community Enhancement (PACE) Mode to identify and implement service delivery and conflict mitigation projects, build the capacity of formal and informal local leaders, organizations, and networks to serve as neutral arbitrators and peace builders that can meet community and constituent needs that will serve to reduce localized conflicts, and provide stability. The program will also carry out regular and action-oriented learning and contextual analysis across all interventions to support adaptive management and enhanced outcomes.
WORKING CONDITIONS
Normal office environment, however, due to the nature of activities and areas where we operate, you might have to work below normal/difficult working/travel/accommodation conditions. Able to work on a computer and operate a keyboard, for extended periods of time. Able to work out of office location, at times at odd hours.
REQUIRED DUTIES:
- Overall supervision of water points and rehabilitation works, namely rehabilitation site/sites in accordance with humanitarian principles (such as SPHERE standards).
- Observing and follow up all field works related to water and infrastructures (rehabilitation/newly build) projects.
- Keeping track of the movement of materials within the store.
- Supervision and observation of the implementation of all field water and CfW infrastructural work, according to technical studies and timeline plans of work, in the framework of already drafted and consolidated BOQs, avoiding any violation of the aforementioned guidelines and regulations.
- Identify general achievement of field work and attendance of workers and submitted them all to the WASH/Field Engineers or management of the project.
- Filling all supported forms by WASH/Field Engineers. Abiding by the daily, weekly and closing reports and any other needed reports of the program management.
- Conduct assessment of water supply infrastructure points when needed.
- Provide advice to contractors/suppliers to ensure achievements in a timely manner complying with technical criteria
- Understanding and using all the project related documents for each of the sites such as: bill of quantities (BOQs), work plan, feasibility studies, monitoring and evaluation plan,the procurement plan.
- Assist in develop a quality control process throughout the water and rehabilitation projects.Train field teams to conduct quality control checks as planned.
- Undertake technical assessment, ensure quality and accurate technical specifications are incorporated into the water supply infrastructure activity designs.
- Provide technical advice for skilled workers during the activity implementation.
- Any other duties requsted by supervisor
REPORTS AND DOCUMENTS REQUIRED:
- Achievements reports on a daily and weekly basis, under the supervision and the guidelines of to the WASH/Field Engineers and Snr Field Engineer.
- Print reports in colour and present it regularly every week to WASH/Field Engineers and Snr Field Engineer.
- Submission of photographs and videos showing employment in the project and implementation of activities in a weekly basis .
- Documenting the project (Reports + pictures and video), in order to show the mechanism of the program, strictly respecting the Code of Conduct as well as the Humanitarian Principles and Standards.
- Suggesting operational works and maintenance of the future of the project.
- Gather construction work information and edit the work plan report every week.
- Ensure the correct gathering of the GPS points of sites of intervention, to be provided to database assistant.
- Proper filling in of project documents according to donor and procedures, with support for the Compliance Officer at base level.
- Report, in a timely manner, any issues causing a change or delay to the planned work.
- Draft any additional reports, forms or documents asked by Field Engineer Engineers or Snr Field Engineer.
GENERAL
- Report and clarify any work-related issues and challenges to supervisor/line manager in timely manner.
- Respect deadlines, attend meetings, and other reasonable requests coming from the management.
- Maintain a good team spirit amongst staff and colleagues.
- Commit to honesty, high quality work in the field.
- Undertake any other tasks as reasonably assigned by management.
- Consider safety and security in the field, immediately report all incidents to the Security Focal Point.
JOB REQUIREMENT (QUALIFICATION AND EXPERIENCE)
- Bachelor’s degree in Civil or Environmental Engineering, preferably in Water, Hygiene and Sanitation.
- Good communication skills, especially with host communities and Internal Displaced Persons (IDPs).
- Knowledge of designing Water and Sanitation systems.
- Experience in conducting trainings.
- Good command of English, spoken and written.
- Past experience in related activities and INGOs.
- Ability to work under pressure, and beat tight deadlines.
- Sensitive to gender issues and Gender Equity and Diversity (GED) principles.

From October 06, 2019 until May 15, 2021.
